성과평가 기반의 실행공동체 핵심 전략 도출 방법론

실행공동체란 다양한 배경과 경험을 가진 사람들이 업무와 관련된 목적으로 지식을 공유 및 습득하고 재창조하기 위한 커뮤니케이션 조직으로서, 동일한 관심사의 문제에 대한 향상된 방안을 찾기 위해 정기적으로 활동하는 조직이다. 지식경영의 가치를 극대화하고, 구성원들의 자발적인 학습을 통한 학습조직의 실현을 위해 실행공동체는 이미 다양한 조직에서 이용되고 있다. 조직 내&#8226

운영함으로써, 조직 역량의 강화, 자발적인 혁신, 일의 효율성 증대, 변화에 대한 민첩성의 증가와 같은 성과들이 가시적으로 나타나고 있다. 이러한 실행공동체의 성과와 관련된 연구는 활발히 이루어지고 있다.그러나, 실행공동체의 현재 상태를 다면적으로 진단하고, 이를 토대로 핵심 전략을 도출하고자 하는 방법론에 관한 연구는 이루어지지 않고 있다. 국내의 유수 대기업뿐만 아니라, 중소기업에서도 실행공동체의 중요성 인식하고 있으며, 이미 실행공동체를 구축&#8226

운영하고 있다. 현 시점에서 성과지표를 토대로 실행공동체를 진단하고, 실행공동체를 전략적으로 이끌어 가는 것은 중요하다. 그러나 실행공동체를 다면적으로 측정하고 이를 토대로 핵심전략을 도출하여 실행공동체를 활성화하기 위한 연구는 이루어지지 않고 있다.따라서, 본 연구에서는 핵심전략 도출을 위해 다음 단계로 구성된 방법론을 제시한다. Phase1에서는 다면적 평가를 위해 핵심성공요소 도출방법론과 균형성과지표 방법론을 토대로 성과지표를 도출한다. 다음으로 Phase 2에서는 ANP (Analytic Network Process)를 기반으로 성과지표의 상대적 중요도를 도출한다. Phase 3에서는 서로 다른 단위를 가지고 있는 성과지표를 만족도 함수를 이용한 정규화 과정을 통해 0과 1사이의 값으로 도출하고, 이를 기반으로 전략 및 핵심성공요소 별 GPI (Global Performance Index)를 산출한다. 마지막으로 Phase 4에서 전략 및 핵심성공요소의 상대적 중요도와 GPI를 기반으로 IPA (Importance Performance Analysis)를 실시하여 핵심전략 도출 및 이를 위한 전략적 지원을 탐색한다.본 연구의 방법론은 성과평가를 기반으로 현재 상황을 진단하고 각 기업의 상황에 맞는 핵심전략을 도출할 수 있도록 구성되어있다. 본 연구에서 제시한 방법론을 기반으로, 조직에서 현재 추진하고 있는 실행공동체 전략 및 핵심성공요소의 달성도를 GPI 값을 기반으로 파악할 수 있으며, 제약된 자원을 효율적으로 배분하기 위한 전략의 도출이 가능하다. 나아가, 실행공동체의 성과평가뿐만 아니라 다면적 성과를 측정해야 하는 다양한 방면의 연구 및 산업분야에서도 적용 가능하며, GPI의 벤치마킹과 시계열 분석을 기반으로 기업 고유의 핵심역량 파악 및 조직을 한 단계 더 발전시키기 위한 전략의 도출이 가능할 것으로 예상된다.

Although knowledge is the key to success, it is simply too valuable to be left in an organization. The CoP(Community of Practice) within an organization is a practical way to manage knowledge in an organization as systematically as other critical assets in order to deploy and share it. The availability of the right information at the right time based on performance evaluations has become critical. It is essential to improve the management and planning of firms service based on performance evaluations, because “what you measure is what you get”. However, research related with CoP, has focused on the value of CoP. Therefore, we developed not only a holistic and systematic methodology for understanding and assessing the current position of CoP but also a methodology for extracting the main CSFs (Critical Success Factor) of CoP based on performance evaluation. We developed strategies, CSF and PM (Performance measures) of CoP based on BSC (balanced scorecard) process. To provide beneficial information in terms of grasping the whole picture of CoP, a methodology for the elementary expression of performance measures and the global performance expression of strategies and CSF was developed by using a desirability function. The weighted relative importance of strategy and CSFs was extracted based on the cause and effect relationship of BSC by using ANP (Analytic Network Process). IPA (Importance-Performance Analysis) was used based on weighted relative importance and a global performance expression of CSFs. This research delivered a holistic, systematic, and comprehensive methodology for cultivating CoPs. Furthermore, this research can give guidelines for designing and cultivating CoPs. It can help leaders and organizers to build CoPs in organizations systematically.
